end
EXECUTIVE SUMMARY
This traffic calming project includes the installation at eight (8) speed cushion locations (three on Armour Lane and Fisk Lane and two on Ralston Lane), with appropriate signage and pavement markings. Installation of the speed cushions was authorized as part of the City’s ongoing traffic calming efforts, and as part these efforts, staff was tasked with reaching out to residents to receive their concurrence for the installation. Once the necessary number of residents agreed to the installation, plans and specifications were created for the three aforementioned roadways.
The plans and specifications for the project are ready for competitive bidding and are available for review at the Plans and Specification Review Area located behind the Engineering permit counter at City Hall.
The Engineer’s estimate for the project is approximately $100,000. Staff intends to utilize available funds in the current Traffic Calming CIP Project. Construction in anticipated to begin in July 2021.
BACKGROUND
In the Fall of 2018, following resident inquiries about solutions to various traffic issues along the Inglewood corridor and surrounding neighborhoods between 190th Street and Grant Avenue, staff brought recommendations for traffic calming improvements along portions of Armour Lane, Fisk Lane and Ralston Lane to two meeting of the Public Works Commission. At the meeting on December 3, 2018, the Public Works Commission unanimously concurred with staff recommendations for traffic calming measures in these neighborhoods.
On December 18, 2018, the City Council unanimously approved the installation certain traffic calming measures, including installation of speed cushions along the 2700 blocks of Armour Lane, Fisk Lane and Ralston Lane. The Project includes installation of a total of eight (8) speed cushion locations, signage and pavement markings. The Engineer’s estimate for the project is approximately $100,000.
As part of the Council’s authorization, staff was directed to receive concurrence from residents residing along the subject roadways in an effort to achieve a two-thirds majority consensus as outlined in the City’s traffic calming policy regarding installation of speed cushions. Staff sent a petition letter to residences along the subject roadways in April 2019. Over time, staff received the requisite number of concurrences to initiate design of the speed cushions at the supported locations.
The plans and specifications for the project are complete and ready for City Council approval and authorization for competitive bidding. The bids are due in June 2021 with contract award and construction expected in July 2021.
