EXECUTIVE SUMMARY

The Citywide Slurry Seal Project is included in the adopted CIP.  This project is will apply slurry seal to various City streets as identified in the most recent Pavement Management Study Report and in previous discussions with the City Council.  Slurry seal provides a new wear surface to the underlying structurally sound asphalt and extends the lifespan of the existing street pavement.  The project plans have been approved by City Council and advertised for completive bids.  Staff’s recommendation to adopt a resolution (Attachment 1) to award the project to Pavement Coatings Co. in the amount of $720,725.75 will allow the project to move forward to the construction phase.  Construction of the project is expected to begin in July and to be completed within thirty-five (35) working days.

 

BACKGROUND

On April 6, 2021, the City Council approved the project plans and specifications and authorized the City Clerk to advertise the project for competitive bids.  The project was advertised on April 15, 2021, and six (6) bids were received and publicly opened (Attachment 2) on May 6, 2021.  After reviewing the bids, Pavement Coatings Co. (Pavement Coatings), with a bid of $720,725.75 was found to be the apparent lowest bidder.

 

Staff reviewed the bids, checked references, and verified qualifications of the apparent lowest bidder, Pavement Coatings.  All licenses are active and valid and they had very good references.  As such, City staff has determined Pavement Coatings to be a responsible bidder with the lowest responsive bid for this project.

 

Therefore, it is recommended that the City Council approve a resolution to award Pavement Coatings a contract in the amount of $720,725.75 for the Citywide Slurry Seal Project, Phase 2, Job No. 41140.  The included streets are shown on the attached maps.  (Attachment 3).  Construction of the project is scheduled to be completed within thirty-five (35) working days from the Notice to Proceed.

 

COORDINATION

The project was coordinated between the Public Works Engineering and Maintenance Divisions. The City Attorney’s Office approved the resolution as to form.

 

FISCAL IMPACT

The estimated cost to complete the Citywide Slurry Seal Project, Phase 2, including estimated project management and contingency funding is $931,934. Sufficient funds have been appropriated for this Project and are included in the current CIP Budget.
