EXECUTIVE SUMMARY
On April 21, 2020 the City Council approved an agreement with Fehr and Peers, Inc. to provide consulting services and assistance with developing Vehicles Miles Traveled (VMT) methodology for traffic impact analysis under the California Environmental Quality Act (CEQA), as required by SB 743. VMT will replace Level of Service (LOS) in assessing potential traffic impacts for new projects subject to CEQA.

The initial term of the contract went through June 30, 2021. The staff review of documents and timing for Planning Commission hearing notice and consideration created a brief delay in City Council consideration. To ensure that the consultant is available for any follow up from City Council consideration, the contract is being extended for that service. The new term will be through August 31, 2021.

BACKGROUND
Senate Bill 743, certified by the State in December 2018 to modify the California Environmental Quality Act (CEQA) Section 15064.3, requires that a project's effect on automobile delay (i.e., Level of Service) shall not constitute a significant environmental impact under CEQA. Instead, Vehicle Miles Travelled (VMT) shall be the primary transportation impact criteria for transportation analysis.
