EXECUTIVE SUMMARY
The County of Los Angeles Board of Supervisors has accepted State Homeland Security Program (SHSP) 2018 grant funding from the California Governor’s Office of Emergency Services (CAL OES) and has been authorized to proceed with allocation of funds to program participants. Los Angeles County has identified savings as a number of law enforcement agencies in the County were not able to begin their projects. As a result the County is reallocating a portion of those funds to the City of Redondo Beach under the SHSP 2018 Subrecipient Agreement governing grant management and grant fund expenditures from the City of Redondo Beach.
BACKGROUND
The Los Angeles County Office of Emergency Management is responsible for managing the grant and overseeing grant funds distributed to specified jurisdictions within Los Angeles County, including the City of Redondo Beach. The performance period for the SHSP 2018 grant was September 1, 2018 to May 31, 2021. A number of law enforcement agencies in the County were unable to begin their proposed projects within the performance period. The County was not notified until late spring, leaving a very short timeline to reallocate funding. The County, in conjunction with Los Angeles County Police Chiefs Association (LACPCA), worked to fund appropriate projects from law agencies in Los Angeles County within the performance period. Unfortunately, given the very tight timeframe, it was difficult for many agencies to complete a new project before the deadlines. The City of Redondo Beach had a number of eligible projects that could be implemented within the timeframe and were submitted to County.
The City of Redondo Beach Police Department is being awarded $286,409.00 in additional SHSP 2018 funding to purchase equipment and for personnel costs that have been approved by the funding authority. The funds provided in this grant will increase the capabilities of the Redondo Beach Police Department and other Los Angeles County law enforcement agencies through the purchase of specified equipment that address concerns with a terrorism nexus. Identified and approved equipment and personnel costs addresses the needs of the Police Department Maritime Enforcement Unit and other Police divisions.
COORDINATION
Police Department will coordinate all grant administrative activities with the Financial Services Department in accordance with City policy. The resolution has been approved as to form by the City Attorney.
