EXECUTIVE SUMMARY

In September 2019, the Police Department collaborated with the Redondo Beach Unified School District (RBUSD) to partially fund a Redondo Beach Police Officer position to work exclusively at Redondo Union High School. This agreement has provided a dedicated officer to the high school that is stationed on the campus and able to respond to calls for service or other incidents which impact Redondo Union High School. Approval of this First Amendment to the existing agreement will continue the existing collaboration for an additional two years strengthening the relationship and engagement between the Police Department and the students and staff of Redondo Union High School.

 

BACKGROUND

The Redondo Beach Police Department has assigned a Police Officer as the designated School Resource officer (SRO) for many years.  The SRO position has been considered the primary responder for calls for service related to incidents that occur at RBUSD campuses and frequently developed relationships and consistently engaged with the students, staff, and faculty of RBUSD.  In 2018, an additional SRO was added to the Police Department Community Services Unit with a focus on the Middle and Elementary schools of RBUSD.  This assignment of personnel allowed for a primary responder and point of contact for both the High School and Middle and Elementary Schools.  Although the SRO duties were considered the primary assignment of the two dedicated Police Officer positions, either position could be reassigned to other law enforcement duties in the City of Redondo Beach based upon priority staffing needs. 

 

After a collaboration with RBUSD, on September 3, 2019, the City Council approved a Memorandum of Understanding between RBUSD and the City of Redondo Beach to partially fund a Redondo Beach Police Officer position to work exclusively at Redondo Union High School. The partial funding consists of $100,000 annually for one SRO to be dedicated to Redondo Union High School and provide a “substitute” Police officer in the event of an absence or reassignment of the SRO providing staffing consistency for the term of the agreement. The SRO staffing, engagement, communication, and responsiveness has proven effective during the term of the original agreement and both the Police Department and RBUSD seek to extend the term of the original agreement. 

 

The original agreement expires June 30, 2021.  Approval of this First Amendment will add two years on to the existing term extending the expiration to June 30, 2023 and increase the total not to exceed amount to $400,000 providing an additional $100,000 annually to partially fund an SRO Police Officer position for FY21-22 and FY 22-23. The First Amendment to the agreement was approved by the RBUSD Board on June 8, 2021 and the revenue is included in the proposed FY 21-22 City Budget.      

 

COORDINATION

The Police Department coordinated this First Amendment with the City Attorney’s Office and the Redondo Beach Unified School District.

 

FISCAL IMPACT

The total cost for an SRO for FY 21-22 is approximately $187,000.  RBUSD has agreed to provide compensation of $100,000 annually to partially offset the City cost of the Police Officer SRO position.  The remaining cost for the SRO will be funded through the Police department operating budget.
