EXECUTIVE SUMMARY
This ordinance will temporarily reduce the minimum number of meetings required to be held by most City Boards and Commissions from twelve (once a month) to six (once every other month). Such reduction will be in effect through September 1, 2022, but will not apply to the Planning, Harbor, Budget and Finance, Public Works and Recreation and Parks Commissions, which shall continue to meet on a monthly basis. From and after September 1, 2022, Boards and Commissions will revert back to a regular meeting schedule of once per month.

BACKGROUND
On June 22, 2021, the City Council adopted the City's budget which included direction to temporarily reduce the number of meetings to every other month for a one-year period except for the Planning, Harbor, Budget and Finance, Public Works and Recreation and Parks Commissions. The ordinance has been revised in accordance with such direction.

COORDINATION
The City Attorney's Office coordinated with the City Clerk's Office and the City Manager in connection with the preparation of this ordinance.

FISCAL IMPACT
As part of the Fiscal Year 2021-22 budget adoption, the City Council appropriated $10,000 to cover the cost of additional staff needed to support monthly commission meetings of the Public Works and Recreation and Parks Commissions. The City's core annual operating budget previously included funding for monthly meetings of the Harbor, Budget and Finance, and Planning Commissions and bi-monthly meetings of all other commissions.
