EXECUTIVE SUMMARY

The Council directed staff to draft a municipal code amendment akin to section 2-9.707 which would permit the removal of commissioners from all commissions by majority vote of the members of the City Council, not just the Harbor Commissioners.  Staff drafted Redondo Beach Municipal Code Section 2-9.109.

1.                     First reading of municipal code provision adding Section 2-9.109, “Removal of members” to Title 2, Chapter 9 Article 1.

2.                     And if the Council enacts Section 2-9.109, it would repeal section 2-9.707 as it would no longer be required.

BACKGROUND

At the August 10, 2021 City Council meeting, the Council directed staff to bring back a discussion of expanding section 2-9.707 to apply to all commissions.  That item was discussed by the council at its next meeting on August 17th and the vote was three to two (3-2) to bring back an ordinance which would do just that.  As such, staff drafted the attached ordinance enacting Section 2-9.109 and repealing section 2-9.707.
