EXECUTIVE SUMMARY
On January 28, 2021, the LACMTA Board of Directors approved $6,600,000 in Measure M Metro Active Transport (MAT) Funds over five years for design and construction of the Redondo Beach Boulevard Active Transportation Project, Metro Project #D1104 (Project). The Project, as shown on the attached map, will install improved and new bicycle and pedestrian facilities along Redondo Beach Boulevard/Ripley Avenue from Flagler Lane on the west to the Dominguez Channel Greenway at El Camino Community College on the east. Project Co-Sponsors include the Cities of Redondo Beach and Lawndale and the Los Angeles County Department of Public Works.
The LACMTA Board action included $351,900 in funding for Early Planning; Environmental/Planning; and Plans, Specifications and Estimates (PS&E) (up to 15%-level design). LACMTA has agreed to lead implementation of the first phase of the Project. The City has no financial obligations for this phase. The Cooperative Agreement addresses the roles and responsibilities of the Co-Sponsors. Final design of the Project and construction bidding and delivery may be led by the LACMTA or by the Co-Sponsors, individually or collectively and will be addressed in a future funding agreement.
BACKGROUND
Measure M is a one-half cent sales tax approved by Los Angeles County voters in November 2016 to meet the transportation needs of Los Angeles County. One component of Measure M is the Metro Active Transport (MAT) Program that will provide approximately $857 million (in 2015 dollars) for investment in active transportation infrastructure over 40 years.
On January 28, 2021, the LACMTA Board of Directors approved awards of $63.1 million in MAT grant funding for 16 projects. Included in that approval was $6.6 million in Measure M Metro Active Transport (MAT) Funds over five years for design and construction of the Redondo Beach Boulevard Active Transportation Project, Metro Project #D1104 (Project). The Project will install improved and new bicycle and pedestrian facilities along Redondo Beach Boulevard/Ripley Avenue from Flagler Lane on the west to the Dominguez Channel Greenway at El Camino Community College on the east. Project Co-Sponsors include the Cities of Redondo Beach and Lawndale and the Los Angeles County Department of Public Works.

COORDINATION
This Cooperative Agreement has been coordinated with the City of Lawndale, the Los Angeles County Department of Public Works, and LACMTA. The City Attorney’s Office approved the agreement as to form.
FISCAL IMPACT
$6.6 million in Measure M Metro Active transport (MAT) Funds have been approved for the project over five years. Initial funding of $351,900 is available for Early Planning; Environmental/ Planning; and Plans, Specifications and Estimates (PS&E) (up to 15%-level design). Initial funds will be distributed to LACMTA as the lead for the first phase of the Project. Future Funding agreements will be established with each of the participating entities at the time of final design and construction.
