EXECUTIVE SUMMARY
On September 4, 2018, the Redondo Beach Mayor and City Council approved an agreement with Harbor Interfaith Services, Inc. for homeless outreach and housing navigation services in the City of Redondo Beach. This agreement amends the terms to extend the agreement three additional years for outreach services.
BACKGROUND
The City of Redondo Beach is currently utilizing Harbor Interfaith Services, Inc., a non-profit organization, for homeless outreach and housing navigation services. An outreach worker is provided by Harbor Interfaith Services, Inc. for 40 hours per week to respond to referrals in the City and engage community members who are experiencing homelessness. Beyond homeless outreach and navigation services, the outreach worker coordinates with the City's Community Services Department, the Police Department's Special Operations Bureau, the City Attorney's Office, Department of Mental Health Clinicians and associated services to address homelessness.
The agreement with Harbor Interfaith was originally approved by the Mayor and Council on September 4, 2018 for one year. A First Amendment was approved on September 3, 2019 to extend the agreement an additional two years and donate a surplus vehicle as well as increase compensation by $10,000 per year for maintenance and fueling of the donated vehicle. A Second Amendment was approved on July 21, 2020 for an additional amount of $28,400 of CARES Act funding for Covid-19 response.
Recommended is a third amendment to the agreement with Harbor Interfaith Services to extend the term another three years.
