EXECUTIVE SUMMARY

In response to a City Council referral to staff during the July 20, 2021 meeting, on August 17, 2021, staff presented options to the City Council to expedite the installation of all way stops through community outreach at local intersections that lacked all-way stops within the boundaries created by Grant Avenue, Inglewood Avenue, Aviation Boulevard and Artesia Boulevard, an area entirely within Council District 4.  At that meeting, the Council unanimously directed staff to perform certain outreach efforts regarding the potential installation and to return to the City Council with the feedback. Staff mailed notification letters to residents within approximately 150’ radius from the subject intersections and also forwarded the notification letter to Council Member Obagi for distribution. 

Along with Council Member Obagi’s distribution, City staff sent out approximately 257 mailers.  A total of 30 responses were received and are included in Attachment #3.

 

BACKGROUND

The City’s administrative policy for stop sign installation discusses the procedures and steps routinely taken by staff, in coordination with residents, to investigate, conduct an engineering warrant analysis and recommend consideration of requested stop-controls.  The policy is specific to local residential streets and is initiated once a resident reaches out to staff and requests the installation of the additional stop-controls.  The policy requires the support of nearby residents.  The policy also requires a traffic engineering study be performed as a best practice.  Methods and thresholds to determine whether a stop sign is warranted are given in the CA MUTCD, the State’s standard on placement of traffic control devices. Finally, the policy requires review and consideration by the Public Works Commission and approval by City Council.

During the August 17, 2021 City Council meeting, the Council unanimously determined that for the non-all-way stop intersections bounded within the roadways of Grant Avenue, Inglewood Avenue, Aviation Boulevard and Artesia Boulevard, the all-way stop assessment process would be expedited to only seek residents input through outreach and community engagement and then present findings to the City Council for final approval and installation.

On September 13, 2021, approximately 257 mailers were sent to residents living within a 150’ radius of the subject intersections, notifying them of the potential installation of all-way stop intersections.  In addition to the mailers, Council Member Obagi electronically sent out a copy of the notification letter to constituents within the District.  A total of 30 responses were received.  Responses were received from residents both within and outside of the 150’ radius of the subject intersections, with several different types of responses being provided.  Of the responses received an overwhelming number are in support of the all-way stop intersections at the six locations.  

A copy of the agenda item from the August 17, 2021 City Council Meeting and the notification letter sent to residents is provided in the attachments.  The response letters are included in Attachment #3.

 

COORDINATION

Staff previously reached out to residents using standard mailer notifications and the assistance of Council Member Obagi to gather input.  In addition, staff informed Council Member Obagi for notification of the October 12, 2021 City Council meeting.  Staff would continue utilizing the same method of communication during the installation process should the Council determine that the installation of all-way stop intersections is an appropriate action.

 

FISCAL IMPACT

Funding is available in the City’s Traffic Calming Budget.  A breakdown of costs to install the proposed traffic calming alternatives, including all necessary signs and pavement markings, are as follows:

                     Stop sign and associated appurtenances - $2,000 per intersection

                     Enhanced pedestrian crosswalks - $3,000 per intersection

                     Total cost for full treatment at all six (6) intersections - $30,000
