EXECUTIVE SUMMARY
The Request for Proposal (RFP) for the Transit Planning Study will enable the City to select a contractor to perform a comprehensive study to assess and evaluate the current Beach Cities Transit (BCT) service program in the context of the present and projected future operating, financial, and environmental conditions and to recommend short-range (three to five year) operational changes and improvements and long-range (five to 15 year) strategic direction to guide the City’s decisions regarding public transit services and related capital investments.
Staff recommends the approval of issuance of a Request for Proposal for the Transit Planning Services Study. Subject to City Council approval, the RFP will be issued Thursday, October 21, 2021. A Proposals Review Committee comprised of representatives with transit study experience will evaluate the proposals and interview the highest ranked contractors. Staff anticipates returning to the City Council on January 18, 2022, with a recommendation for a contract award to a selected proposer.
BACKGROUND
BCT is funded with dedicated transportation funding using Local Return Transportation Proposition A, and from the Municipal Transit Operator Formula Allocation Procedure (FAP). FAP fund sources include State Funding from the Transportation Development Act IV (TDA), State Transit Assistance (STA), Senate Bill 1 (SB1), as well as direct allocations for Municipal Transit Operators from the regional Transportation Sales taxes, Proposition A, Proposition C, Measure R and Measure M. The Transit Division also receives annual allocations of Federal Funds dedicated to capital expenses which are used to fund 80% of vehicle capital replacements.
BCT transit services include two fixed routes - Lines 102 and 109, and the WAVE senior/disabled Dial-A-Ride service that are operated under contract by Transportation Concepts. The BCT fixed route service area for Lines 102 and 109 includes Redondo Beach, Hermosa Beach, Manhattan Beach, El Segundo and a few miles into Los Angeles near LAX Airport. BCT Line 102 route operates between the Redondo Beach Pier and the Redondo Beach Green Line Station with stops near the South Bay Galleria. BCT Line 109 route operates along the coastline from Riviera Village to the LAX City Bus Center. The service area population is approximately 285,540 in the South Bay region. The fixed route service utilizes 16 compressed natural gas (CNG) vehicles, with 10 vehicles operated in peak service. The WAVE provides curb-to-curb dial-a-ride service for senior (62+) and disabled residents of Redondo Beach and Hermosa Beach for trips within the cities of Redondo Beach, Hermosa Beach, and designated medical facilities in Torrance and Manhattan Beach. for the fixed routes and WAVE services. FY 2019-20 fixed route ridership was trending higher than the FY 2018-19 peak ridership of 353,418 passengers until Coronavirus 2019 (COVID-19) Stay-At Home measures were issued.
City provides all system planning and administration; promotion and marketing; notification of service changes; transit service vehicles; real-time related equipment (CAD/AVL, computers, monitors and field supervisor’s tablet), security cameras, transit bus annunciators, fareboxes and electronic fare card readers, and related operating and maintenance facilities; and compressed natural gas (CNG) vehicle fuel.
The City of Redondo Beach last contracted for a Comprehensive Operational Analysis (COA) of BCT in 2011. Much has changed in the intervening 9 years and more change is anticipated to occur in the decade ahead. The City expects respondents to its RFP for a Transit Services Study to not only identify and assess environmental changes that have already taken place but also to clarify and address environmental developments that can be anticipated to impact the operation of public transit services by the City over the next 15 years, through 2037.
This study is intended to accomplish many of the same objectives as a traditional Comprehensive Operational Analysis (COA), it is expected to take a broader view of the City’s role in providing public transit services, provide recommendations for service alternatives to enhance transit services, as well as to address specific issues related to regulatory and operational changes such as including the California Air Resources Board (CARB) Innovative Clean Transit (ICT) Regulations for Zero Emission Bus (ZEB) implementation of the BCT fleet, replacement of the BCT operating facility and ZEB charging infrastructure, and interface with the new LAX People Mover transportation system and Metro’s Airport Metro Connector (AMC) bus and rail station and facility.
The Study encompasses a 15-year horizon through 2037 primarily to plan and establish a comprehensive Capital Plan. Given the real-world useful life of BCT service vehicles, any significant change to the fleet - say, conversion to zero emission buses or a change in vehicle capacity or amenities - could require up to 15 years to be fully implemented. Additionally, the realization of facility recommendations such as the development of a new operating facility could easily take that long to program, fund and construct.
Specifically, in addition to evaluating current services, the study will also evaluate conditions and provide service change recommendations for the following expected projects that will impact BCT operations:
• LAX Land Access Modernization Plan
• Airport Metro Connector (Bus and Rail Station on Aviation connecting to LAX Automated People Mover)
• CARB ICT Regulation Implementation
• BCT Operations Facility Replacement Project
• Redondo Beach Transit Center (RBTC) Operations
• South Bay Galleria (SBG) Redevelopment Project
• Metro C Line Extension Rail Station in Redondo Beach

The proposed term of study will be two years to perform the evaluations and finalize reports. The RFP schedule is shown below:

RFP Evaluation Process
A Proposals Review Committee comprised of representatives from the City Transit staff and external representatives with transit operations planning study experience, will evaluate the proposals in accordance with the evaluation criteria included in the RFP. The committee will select a proposer that will be recommended for City Council consideration and approval.
Consistent with the City’s procurement policies, the City is not obligated to accept the lowest priced proposal and will consider all factors in selecting the consultant to perform the study. The evaluation criteria will be based on the categories detailed below which include: Qualifications and Experience, Technical Competence, Analysis Methodology, References and Outcome, and Cost. Proposals will be scored using the evaluation criteria and point system as shown in the following table:

COORDINATION
The Community Services Department worked with Roy Glauthier Consulting to develop the BCT Transit Services Study Request for Proposals. The sample agreement has been approved as to form by the City Attorney’s office.
FISCAL IMPACT
The City transportation programs and services are funded by dedicated transportation funding under the Municipal Transit Operator Formula Allocation Procedure (FAP) and Local Return Proposition A funds. The City has $300,000 in the Transit Fund annual budget for the performance of studies in the FY 2021-22 Budget. The Transit Study will receive no support from the General Fund.
