EXECUTIVE SUMMARY
As reported on July 12th, resolutions calling for the special election for District 4 in consolidation with the November 8, 2022 Statewide General Election and requesting County services, and adopting regulations for candidate statements are presented for Council adoption.
Election cost estimates in consideration of consolidating a Special Election for the qualified citywide cannabis-regulation initiative with the recall election were so ordered by the City Council on July 12th. Previously, the ballot measure was determined to be considered on the March 7, 2023 General Municipal Election ballot.
Projected Election Costs from the County
The County advised the City Clerk’s Office on July 14th that cost estimates for the County to conduct the election for a November 8th election scenario is targeted to be delivered to the city on Friday, July 22nd. The County also advised that determination from the County’s Executive Office pertaining to request for election costs for alternative election dates was forthcoming.
Estimated Election Costs for a City-run Standalone
Estimated costs for a City-run standalone city-wide election with the District 4 recall is $270,000. The majority of these costs (~$250,000) is for contract and professional services, and postage.
As requested, estimated costs for a City-run standalone election for District 4 recall is $138,000, but this isn’t an option pursuant to Elections Code (“EC”) §11242.
Nomination Process
If the election is called for November 8, 2022, as presented, the shortened nomination period for candidates for District 4 shall be July 21 - August 15, 2022, at 5:30 p.m. Beginning July 20th, the City Clerk will begin scheduling appointments during the nomination period. Additional information shall be available on the City website www.redondo.org/elections <http://www.redondo.org/elections> and will be updated as new information becomes available.
Date of Election
A special municipal election for the recall of District 4 Councilmember Obagi must be called pursuant to the delivery of the Certificate of Sufficiency of the Recall Petition to the City Council as completed on July 12, 2022.by no later than July 26, 2022, per EC §11240.
Pursuant to EC §11242, the special recall election for District 4 on its own would be called in consolidation with the November 8, 2022 Statewide General Election because it is a scheduled election within the electoral jurisdiction.
In the event the City Council does not call the election on July 19th, it must do so no later than July 26, 2022, or the County elections official, within five days, shall set the date for holding the election for the recall. (EC §11241)
BACKGROUND
The City Clerk presented the Certificate of Sufficiency of Recall Petition of Zein Obagi, Jr. to the City Council on July 12, 2022, at which time the City Council requested associated costs for either the County to run the election in consolidation with the qualified cannabis- regulation initiative or the City to run an independent standalone election with contracted vendors.
COORDINATION
The City Clerk’s Office has coordinated with the City Attorney’s office.
FISCAL IMPACT
Expenses to conduct a special election for District 4 were not budgeted for FY22-2023.
