EXECUTIVE SUMMARY
Redondo Beach is a municipal transit operator and annually receives dedicated transit funds under the Formula Allocation Procedures (FAP), which utilize ridership data to allocate transit funding. The Los Angeles County Metropolitan Transportation Authority (MTA) allocates the FAP funds which consist of dedicated transit allocations from Proposition A and C and Measure R and Measure M funds, in addition to other dedicated transit funding.

The Proposition C Sales Tax Measure Ordinance was approved by Los Angeles County voters in November 1990 with revenues generated by a half-cent sales tax to fund county-wide transportation projects and programs. MTA allocates 40% of the Proposition C funds to improve transit services and programs for municipal transit operators in Los Angeles County. The Proposition C 40% Discretionary Funds Memorandum of Understanding (MOU) agreement authorizes the City's FAP allocation for Fiscal Year 2022-23 in the amount of $39,272, and will be used to support Beach Cities Transit and WAVE Dial-A-Ride operations expenditures. The MOU fund agreement term is July 1, 2022 through June 30, 2032, future allocation amounts will be determined by MTA on an annual basis.

Additionally, the Proposition C Ordinance allocates 5% of Proposition C Funds for rail and bus security. The Proposition C 5% Transit Security Fund Agreement authorizes the City's Fiscal Year 2022-23 allocation of $35,996, which will be used to support the City's Transit Center security services costs.
