EXECUTIVE SUMMARY
On February 1, 2024, the City received a request from the Friends of Redondo Beach Arts (FRBA) group to host the "PAIR" Art Exhibition this April at the Redondo Beach Historic Library in Veterans Park. On February 20, 2024, the Council approved FRBA's request and directed staff to prepare a license agreement to codify the terms and conditions for use of the Historic Library. The City will provide use of the facility at no charge and, in exchange, FRBA will pay for the City's building utility costs and expenses, meet all insurance and legal requirements, and host the art exhibition free of charge to the public. It is recommended that the City Council approve the attached License Agreement with FRBA.

BACKGROUND
In 2022 and 2023, the City Council granted FRBA a license agreement for the use of the Historic Library to host its annual CA 101 Art Exhibit. FRBA is a local non-profit organization that focuses on providing art-related experiences and education to the South Bay community. City staff members were contacted on February 1, 2024 by the FRBA group requesting a short-term license for use of the Historic Library in April 2024 for a pop-up art exhibition. The title of the exhibition is "PAIR" and will be open to the public from April 5-15, 2024.
