EXECUTIVE SUMMARY
As part of the FY 2023-24 Budget, the City Council approved funding via Decision Package #51 - Public Works Fleet Maintenance - Fire Apparatus for the replacement of outboard motors for Harbor Patrol Vessel #808. The existing motors are past their useable life, require significant maintenance, and, given their condition, under powered for the operational needs of the Harbor Patrol. The purchase and installation of new outboard motors will improve the functionality of Vessel #808, increasing Harbor Patrol capacity in the harbor by reducing both downtime and maintenance costs.
BACKGROUND
Fire Department Harbor Patrol Vessel #808 requires new outboard motors to replace existing units that are past their usable life. The vessel was acquired by the Fire Department in 2008 and still has its original outboard motors. As part of the FY 2023-24 Budget, specifically through Decision Package #51 - Public Works Fleet Maintenance - Fire Apparatus, the City Council approved funding for the replacement of the outboard motors for Vessel #808. The Fire Department, working with Public Works Department personnel, have identified the Mercury 250XL Verado outboard as a suitable replacement motor to provide the necessary functionality and desired reliability for the vessel.
The two outboard motors recommended for purchase have been selected through the City's regular purchasing procedures. The procedures contain a number of competitive purchasing options including the use of a Piggyback Bid, which utilizes another public entity's recent request for competitive procurement, or pricing available through the Sourcewell and Government Services Administration (GSA) Advantage cooperative purchasing programs.
