EXECUTIVE SUMMARY
In response to a request from residents, staff performed an analysis of all-way stop (AWS) controls at the intersection of Avenue B and S Juanita Avenue. Staff's findings were presented to the Public Works & Sustainability Commission (PWSC) on February 26, 2024. The PWSC voted unanimously in support of the installation of AWS controls at the intersection.

This item is being advanced for City Council consideration based on the recommendation of the PWSC and the site analysis performed by the City's Transportation Engineer, who believes the operation of the intersection could be made safer with the installation of AWS controls.

BACKGROUND
Staff received a resident request for an AWS at the proposed location in November 2023. The request sighted visibility and safety concerns at the intersection, which currently has stop controls only on S Juanita Avenue. Staff proceeded to collect resident support data, perform field observations, and obtain crash history information per the City's policy for this type of request. Although crash history and resident support data did not meet thresholds established by the City's adopted policy, staff observed visibility challenges for drivers traveling northbound on S Juanita at Avenue B due to roadway grades that could be addressed with the installation of AWS controls.

The attached administrative report from the February 26, 2024 PWSC meeting provides more information on the request and the analysis of the intersection. The PWSC took public input and, following deliberations, recommended advancing the staff recommendation with their unanimous support.
