EXECUTIVE SUMMARY
The Inglewood Avenue at Manhattan Beach Boulevard Intersection Improvements (Southbound Right Turn Lane) Project, Job No. 40960, is included in the City's current capital improvement program and is designed to improve the level of service at the intersection. Regional Measure R Grant funds are available, as reimbursement, for this project under the South Bay Highway Program. The project plans and specifications have been approved by the City Council and the project was advertised for competitive bids. Of the five bids received, All American Asphalt was the responsible bidder with the lowest responsive bid. Staff recommends adopting a resolution (Attachment 1) awarding construction of the project to All American Asphalt in the amount of $934,948. Construction of the project is expected to begin in August 2021 and to be completed within ninety (90) working days from the Notice to Proceed.

BACKGROUND
On October 23, 2014, the Board of Directors of the Los Angeles County Metropolitan Transportation Authority (LACMTA) approved $5,175,000 in Regional Measure R funds for the Inglewood Avenue at Manhattan Beach Boulevard Intersection Improvements (Southbound Right Turn Lane) Project and on May 5, 2015, the City Council entered into funding agreement #MOU.MR312.42 with LACMTA accepting the funds for project development, design, right-of-way acquisition, and construction.
