EXECUTIVE SUMMARY
The Request for Proposal (RFP) for the Transit Planning Study will enable the City to select a contractor to perform a comprehensive study to assess and evaluate the current Beach Cities Transit (BCT) service program in the context of the present and projected future operating, financial, and environmental conditions and to recommend short-range (three to five year) operational changes and improvements and long-range (five to 15 year) strategic direction to guide the City's decisions regarding public transit services and related capital investments.

Staff recommends the approval of issuance of a Request for Proposal for the Transit Planning Services Study. Subject to City Council approval, the RFP will be issued Thursday, October 21, 2021. A Proposals Review Committee comprised of representatives with transit study experience will evaluate the proposals and interview the highest ranked contractors. Staff anticipates returning to the City Council on January 18, 2022, with a recommendation for a contract award to a selected proposer.

BACKGROUND
BCT is funded with dedicated transportation funding using Local Return Transportation Proposition A, and from the Municipal Transit Operator Formula Allocation Procedure (FAP). FAP fund sources include State Funding from the Transportation Development Act IV (TDA), State Transit Assistance (STA), Senate Bill 1 (SB1), as well as direct allocations for Municipal Transit Operators from the regional Transportation Sales taxes, Proposition A, Proposition C, Measure R and Measure M. The Transit Division also receives annual allocations of Federal Funds dedicated to capital expenses which are used to fund 80% of vehicle capital replacements.
